the numbers are also stamped on the frame

odds are if the numbers have been welded over this means the frame has been stolen.
take the frame down to your local police and see if the frame is hot or at the least they can tell you what year the frame is.

there are numbers on the motor some were.

Harley’s have abbreviated Vin numbers on the engines. It should be a 10 digit code that is at the base of the cylinders on the left side on Evo’s or BT. The year is the 7th from the RIGHT. It will be a letter that represents a year if it is 2000 and earlier. If 2001 and later, it will be a number.

there is a casting where the swing arm mounts.
On that casting is a number if it ends -58 your frame may be pre- numbers. If the last two are-72 you are in deep. Kiss your frame goodbye it will be impounded.
